Objectives and Functions |

music and dance to promote and propagate the same among the
common people so that they can appreciate and enjoy the same
regularly |

To encourage art forms that preserves the identity,character
and uniqueness of Kerala |

To encourage motivate artists and performing
troupes for propagation of national integration and secularism |

To encourage the vanishing old art forms of
Kerala and help and promote the artists in this field |

To organize and conduct national level music
and dance festivals. |

To find out, encourage and promote young talents
in the field of Dance and Music |
| |
To organize Seminars on various forms of art
and culture associating major artists and art critics of India |

To provide infrastructure facilities to facilitate
and embark training in Dance and Music to interested children |

To organize troupes of young artists for the
performance of Light musical ensembles |
| |
To honour maestros of different art forms and
give financial assistance wherever necessary |

To conduct good classical cultural programmers
monthly and organize a national level festival of dance and
music annually |

To lead activities in schools and colleges
that gives a sense of good cultural awareness to students |

To formulate concrete action plan to eliminate
the cultural decadence among young generation cultivated by
the global visual media |

To work in collaboration with Department of
cultural affairs of Government of Kerala, Ministry of Human
Resource Development of Government of India, Kerala Sangeetha
Nataka academy, and Kerala Kalamandalam for the uplift and growth
of Music. Dance and Folk arts |

To organize a platform for generating a new
healthy awareness in appreciation for films and to conduct film
shows and seminars on different aspects of the subject |

To conduct Jugalbandi programmes of Hindustani
and Carnatic music to reduce the distance in appreciation or
music with in the nation |

To fight for maintaining the freedom of expression |

To utilize the art, culture and literature
to reduce the friction in various fields of life |

To work for the development of the downtrodden
in association with other organizations |

Memberships |
| |
Artists, activists in art and
cultural field, and rasikas of arts within the functional jurisdiction
of the organization are eligible to be the members of the organization.
But, they should be prepared to abide by, obey the rules and regulations
formulated to achieve the objectives of organization, and should
have completed the age of 18 years at the time of enrollment as
a member. Membership fees for Life Membership is fixed as one time,
nonrefundable amount of Rs.5000/-(five thousand only). Annual membership
fee will be Rs. 1000/-(Rupees one thousand only) per year.
Admission fee for both the categories of membership is Rs.10/-,
payable at the time of enrollment. There will be no other category
of membership in the organization. All the life members are eligible
to be admitted in all the programmes conducted by the organizations
with family not exceeding two members including himself. For the
annual membership the admission will be single entry only. Guest
will be admitted for the programmes on payment of guest fees as
decided by the organization from time to time. |

General Body |

| |
General body means the meeting
of the members of the organization legally convened. The decision
taken by the
general body will be final and ultimate |
| |
The power to prescribe and amend the rules
and Regulations of the organization is vested with General body. |
| |
The quorum of the General
body will be ten percent of the prevailing membership. All
the decisions shall be taken by the majority of members of
the General body. If the General body is divided equally among
the members of the General body the president is entitled
for casting vote. Two third majority of the members present
is essential for amendment of Rules and Regulations. For amendment
of Rules and Regulations of the organization notice should
be given to the members,at least ten days in advance with
a copy of the draft amendment proposed to be made.Annual General
body meeting shall be held before 31" of May every year.General
body meeting can be convened on other occasion if found to
be necessary. |

An executive committee of not less than 21
members shall be elected by the General body for day to day
functioning of the organization. |
| |
The General body shall nominate and appoint
a chartered Accountant for audit of accounts of the organization
|
| |
The General body shall approve the Budget,
Annual accounts of Receipts and Expenditure, and Audit report
in its Annual Conference |
| |
The general body shall
have powers to cancel membership to members who involve in
activities contrary to the objectives and functions of the
organizations and violate Rules and Regulations |

Executive Committee |
| |
| |
The administrative
functions of the organization shall be carried out by the
executive committee of not less than 21 members duly elected
by the General body. One President, Three Vice presidents.
One Secretary. Three Joint Secretaries and one Treasurer will
be elected form the Executive Committee who will act as office
bearers of organization. |

The term of the Executive
Committee will be three years,in normal course, form the date
of election. The power to extent the tenure of the executive
committee for a further period of six months is vested with
the General body |

It shall be the duty of
Executive Committee to prepare to present the budget and accounts
of the receipt and Expenditure before the general body.

Copies of annual accounts
of receipt and expenditure,Balance sheet and other connected
records as are found necessary duly approved are to be filed
before the district registrar of the jurisdiction with attestation
and authorization of the two members of the organization,
within 21 days from the date of conference of the General
body |

It shall be the duty and
responsibility of the Executive Committee to chalk out, finalize
and conduct the programme from time to time. Executive Committee
is vested with powers to appoint, and remove employees engage
specifically for functioning of the organization and to fix
remuneration for the employees and members if any engaged
for discharging specific duties.Executive Committee shall
be elected by the General body in its meeting convened with
one month prior notice.Nominations for contesting to the executive
committee shall be filed before the Returning officer within
10 days of the receipt of the notice of the General body meeting.
The nomination can be within 5 days of its submission before
the returning officer. If the total contestants to the Executive
Committee is more than 21, election shall be held by secret
ballet system. Office bearers shall be elected from among
the members of Executive Committee in the presence of the
Returning Officer. |

Executive Committee shall invariably meet once
in a month. |
| |
If a member of the office
bearer is found to be involved in activities contrary to the
objectives and functions, or defaming the organization and
if the Executive Committee is satisfied that responsibility
of such activity is established upon the member, such member
can be removed from the organization by the president on proper
advice of the executive committee. If the president himself
is the culprit
he can be removed by the executive committee. |

The Quorum of the Executive Committee will
be one half of the strength of the committee |

9 |
Duties of Office Bearers |
| |
| |
President :
It shall be the duty of the president to conduct overall supervision
and control of the organizotior, He shall preside over the
meeting of the General body and executive committee. One of
the Vice President shall preside the meetings in the absence
of the president. It shall be the duty of the President to
authorize and attest in all documents on jointly with the
Secretary. The President and Secretary will collectively be
the owner and custodian of all the properties of the organizations
and will be in the name of the President and Secretary. Financial
transaction through Banks will be carried out and con jointly
by twoamong the President, Secretary and Treasurer. Legal
activities seals, or any other related activities for or against
the organization shall be in the name of the President. |

Vice President : There will be three vice
presidents and one among them as decided by the executive committee
shall discharge duties pf the president in his absence |
| |
Secretary : Secretary
shall convene the meetings of Executive Committee and General
body as stipulated in rules and regulations. He shall discharge
day-to-day affairs of the organization as directed by the
executive committee.The annual accounts and report duly approved
by the Executive committee shall be presented before the General
body, by the Secretary. It shall be the duty and responsibility
of the Secretary for the maintenance, upkeep and custody of
the movable and immovable properties purchased for and on
behalf of the Executive committee for its use, and bundle
them as per Rules and Regulations.He shall also have the duties
of preparation of records, correspondence, arranging programmes
as decided by the Executive committee, contacting artists
crd other personnel arsd others as instructed by the president
and Executive committee from time to time |

Joint Secretary : There
shall be three Joint secretaries who will assist secretory
and president incharge day-to-day functions. They shall have
the responsibility of activities entrusted with them in particular
field; assists secretary in concluding programmes and other
activities as decided by the executive committee. |

Treasurer : The treasurer shall be responsible
to all the financial transactions of the organization. He
shall maintain proper accounts of all the transactions and
ledger the accounts in proper way. Preparation of annual accounts,Preparation
of connected vouchers, getting the accounts audited and all
other daily activities of money transactions shall be at the
responsibility of the treasurer. He shall deposit the amount
more than Rs.500.00 at hand in the bank nominated by the executive
committee in the name of the organization. |

Collection Of Funds |
| |
Funds shall be collected as stipulated here under,
for the functioning of the organization. |

Subscription for life and ordinary
membership |
| |
Funds collected as advance or otherwise as
resolved by the Executive Committee from time to time to carryout
the . function as stipulated in para5 of the Rules and Regulations |

Financial Assistants from the Government or
other agencies in general or for particular activities. |
| |
Donations from well wishers |
| |
Guest fees from guests of members |
| |
Sponsorship from Establishments, other organizations
and individuals for conducting programmes |

Utilisation Of Funds :Funds of the organization
shall be utilized in the manner as stipulated below; |

Office expenses and postage charges |
| |
Expenses for fulfilling the objectives as contemplated
in Para 5 of the Rules and Regulations |

Expenses for conducting programmes |
| |
Funds collected and the
amount of profits if any on this account shall be utilized
strictly for the activities of the organization to achieve
the objectives In the event of the organization 'Swaralaya'
happened to cease to exist on any day, the properties of the
organization shall be dissolved to other organization with
the same objective or to the Govt. of Kerala, ultimately in
any case. the properties shall not be distributed and given
to the members of the organization, in the happening of the
event as above |
